Nobody knows your budget better than you, but a general guideline for buying an engagement stone is to find diamond prices within 1 to 2 months salary. Keep in mind that the most expensive diamond is not always the best for your particular needs.
The most clear diamond is more expensive, but if you want a "fiery" sparkle, then look for a diamond with a little more color (the color is what creates the fire), try for a F to H color rating. Also, a perfect diamond (VSI or higher) is not necessary. The imperfections that are graded for those ratings are so slight, they are hard to find even with a microscope, so the naked eye will never see them, a VS or even SI will be fine for jewelery. By choosing a diamond that is not "perfect" by definition, but is perfect to the eye, you will find much lower diamond prices.
You don't need to look for a perfectly graded diamond unless you are going to use it for an investment.
